News – Annual Report 2024-25 published

HM Inspectorate of Prosecution in Scotland has today (13 November 2025) published our Annual Report 2024-25.

Our report sets out the new HM Chief Inspector of Prosecution’s vision and aims for the inspectorate during her time in office and also highlights our scrutiny activity over the year, including our assessment of the implementation of previous inspections in relation to the management by COPFS of criminal allegations against the police (published in 2021), COPFS practice in relation to sections 274 and 275 of the Criminal Procedure (Scotland) Act 1995 (published in 2022), the Joint review of diversion from prosecution (published in 2023), the Prosecution of domestic abuse cases at sheriff summary level (published in 2024) and Responding to enquiries: service delivery through National Enquiry Point which was published earlier this year.

The report also includes our future inspection plans including the potential to focus on training and learning across COPFS.

At present, we are carrying out a joint inspection with HM Inspectorate of Constabulary in Scotland. This has a strong focus on scope for modernisation, achieving efficiencies, and improving the witness experience.
